I can not understand why anyone would do that. Without removing the manifold to see what/where they drilled behind the fitting is only a guess. I looked at my grandson’s (same) motor & can not really decide whether it was for adding fuel or adding a preservative oil for long term storage?? But neither seem a viable reason unless you know what is behind the hole & where it really goes. It seems to be to low for entering fuel into the leaf valves. On a 9.9 there is a drain back hole in the leaf plate, maybe they had a leaky carb internally & it flooded the motor, with this as a drain if the tubing was pulled off. ???

Hi from Ukraine!
I have bought Evinrude 6hp (1967) recently. This outboard motor is in not bad condition visually. But somebody installed fitting with hose into MANIFOLD and then blocked it with the bolt. I can not understand the sense of this adding.
As I can understand from:

this fitting penetrates to the Leaf Valve (pos. 44).
Please, if you can, share your opinion and suggestions.
